This document outlines the terms and conditions which will govern how the mobile application development competition ("#TECH246 Hackathon") will be executed by the Microsoft in collaboration with The Ministry of Foreign Affairs and Foreign Trade ("Organizers"). By registering to participate in the #TECH246 Hackathon, all persons that have entered ("Participants") will agree to the terms and conditions stated hereunder. If participating in the #TECH246 Hackathon as a team, each member of the team must separately execute these terms and conditions. Winning prizes is contingent upon fulfilling all requirements set forth herein. OBJECTIVE The #TECH246 Hackathon is an application development competition whereby each Team will be given a one of a set of ‘civic problems’ at random and the team must create a mobile or web application that addresses the problem in some form or fashion. The objective of the #TECH246 Hackathon is to bring together developers, subject matter experts, idea generators, entrepreneurs, innovators, etc. in one venue for the purpose of developing impactful national mobile / web application solutions with sustainable potential. ELIGIBILITY Persons are eligible to participate in the #TECH246 Hackathon by meeting the following requirements at time of application: ➢ Must be eighteen (18) years of age or older if not written consent from a parent or legal guardian is required; and ➢ Must be a citizen / national or legal resident of Barbados; and ➢ Not a permanent or temporary employee with the Organizers; and ➢ Not an immediate family member (parent, sibling, spouse, child) or household member of an employee with the Organizers. HOW TO APPLY ➢ To be eligible, all entrants must apply for the #TECH246 Hackathon by Oct 5th ➢ 2016 via the online application form provided. http://bit.ly/barbadoshackathon ➢ There will be two types of applications available: individual entry or team entry. The names of each team member must be included on the application form. ➢ The Organizers will accept only one (1) entry per team or per individual. ➢ Teams can be made up of a single (1) person or a maximum of four (4) persons. Any team which does not comply with this requirement will be disqualified. ➢ Once applied as part of a team, the members may not change teams or remove anyone from the team. ➢ The Organizers reserve the right to withdraw participation of any individual or team from the #TECH246 Hackathon. FORMAT The #TECH246 Hackathon will be hosted over the course of three days and it is mandatory that all participants (i.e. each individual or team member) be present on each day. On Day 1, October 3rd at 1 pm, each team will be asked to choose a specific problem from a set at random, and attend an introduction to Azure by Microsoft, and Azure setup from 2:30-5:00 pm. On Day 2, all participants will continue developing a solution to this problem using web or mobile technologies. On Day 3, all participants are required to present working prototypes of their mobile or web applications to the judges for a maximum period of fifteen (15) minutes. RULES AND PRIZES ➢ Prizes other than cash are not transferable, cannot be deferred or exchanged for cash and are not negotiable. ➢ Winning teams are responsible for distribution of cash prizes among its members. ➢ Teams shall appoint a Team Leader who will speak on behalf of and represent its other members. ➢ Cash prizes, totaling $20,000 (Bds), will be awarded by The Ministry of Foreign Affairs and Foreign Trade (MFAFT) to the First, Second and Third place winners selected by the judges, and other prizes will be awarded for special categories. − First Prize: $10,000 (Bds) and one automatic approval for a Microsoft BizSpark subscription for the individual or team. − Second Prize $6,000 (Bds) and one automatic approval for a Microsoft BizSpark subscription for the individual or team − Third Prize: $4,000 (Bds) and one automatic approval for a Microsoft BizSpark subscription for the individual or team ➢ The decisions of the judging panel are final and binding. ➢ Each registered individual or team must utilize the Microsoft Azure cloud platform in the development of their solution. A subscription to Microsoft Azure will be granted through the use of the DreamSpark program and details on how to access the subscription of Microsoft Azure will be revealed via email to the participants. ➢ There are no restrictions in the mobile application development platform. Each team or individual can decide on the platform of preference, for example; Android, iOS, Windows, Blackberry etc. JUDGING CRITERIA The overall winner will be scored on Impact, Complexity and Innovation, Sustainability, Product and Presentation. Each participant is expected to deliver a working prototype of a mobile application and a fifteen (15) minute presentation followed by a two (2) minute Q&A by the judges. The following shall be the judging criteria to be applied to the #TECH246 Hackathon: • Impact (20%) ➢ How much impact (quality and quantity) could the solution have on the market? ➢ Could the solution make a big or little change to the problem identified? • Complexity and Innovation (20%) ➢ Was the app built from scratch or from an existing technology? ➢ How creative/innovative is the solution? • Sustainability (20%) ➢ Does the app have commercial potential/value? ➢ How prepared is the team or individual in pursuing commercialization of the app after the #TECH246 Hackathon? • Product (20%) ➢ How well does the solution meet the needs of the problem tackled? ➢ How user‐friendly is the app? • Presentation (20%) ➢ How well was the app communicated and demonstrated? ➢ How well did the team or individual respond to questions asked by the judges? Intellectual Property ➢ Each participant will retain ownership of all intellectual property rights to his or her or the team's submission. ➢ Excluding submissions, all intellectual property related to the #TECH246 Hackathon, including but not limited to trademarks, trade‐names, logos, designs, promotional materials, web pages, source codes, drawings, illustrations, slogans and representations are owned by the Organizers. All rights are reserved. Unauthorized copying or use of any copyrighted material or intellectual property without the express written consent of its owners is strictly prohibited. ➢ By making a submission for the #TECH246 Hackathon, each participant represents and warrants that his or her work is the participant’s own original work and that he or she is not infringing or violating of any intellectual property rights or other rights of a third party. ➢ By making a submission, or accepting any prize, the participant represents and warrants the following: a. He or she will not submit content that is copyrighted, protected by trade secret or otherwise subject to third party intellectual property rights or other proprietary rights, including privacy and publicity rights, unless he or she is the owner of such rights or have permission from their rightful owner; b. He or she will not submit content that is unlawful, obscene, defamatory, libelous, threatening, pornographic, harassing, hateful, racially or ethnically offensive, or encourages conduct that would be considered a criminal offence, give rise to civil liability, violate any law, or is otherwise inappropriate or destructive to the Organizers brand image or goodwill. Usage Rights The Organizers retain the right to use and publish the names and images of Participants in the print media and on the websites of the organizers.
